The vulnerability

What the bug is

rtnl_newlink() lacks a CAP_NET_ADMIN capability check on the peer network namespace when creating paired devices (veth, vxcan, netkit). This allows an unprivileged user with a user namespace to create interfaces in arbitrary network namespaces, including init_net. Add a netlink_ns_capable() check for CAP_NET_ADMIN in the peer namespace before allowing device creation to proceed.

Where it lives

The fix touches these files. If the subsystem is one you do not use, the practical exposure is lower, though the package is still the vulnerable one.

Why the CNA scored it this way

The kernel CNA published no CVSS vector and no reasoning for CVE-2026-31692, which is why it is shown as unrated rather than given an invented score. 6,405 of the 20,413 CVEs here carry reasoning; this is not one of them.
